These are postman's keys that open letterboxes/common doors. I use them for years now when I am in France. I choose an empty letterbox in a random building, stick a random name in it, and have things delivered to me there.
In France, buying these keys is legal because you could very well be a deliveryman or caretaker (but appropriating yourself empty letterboxes shouldn't be I guess but who cares when it is for 1 week).
