Doesn't mean that you are going to end up winning, it just means that you are going to end up with a situation where we are not going to see it change anytime soon. If it does, then we are going to see a big increase in ticket selling and I do not think that more tickets means more chances, so have at least one, but that's about it for importance, rest is preference.

Close to 15 million tickets is really a lot, and I don't think he actually bought them because the total value of the tickets is higher than the amount of the prize. The guy is probably a high roller and won tickets through gambling or has a large number of referrals, but I'm not sure if it's even possible to collect so many tickets through referrals.
