Perhaps it doesn't mean they will give up but continue to make attempts because winning is sure.

Comparing the league 1 with the other big leagues is not really fair to me because still takes a lot of time to be a big league and in fact it's all in PSG's possession that brings star players to attract football fans and boost financial traffic. I feel like the reason why they sucked those times is not because of players but because they just bought names and did not care about how it would fit. Like if they needed some defender with passing skills, but had a good defender who was a famous player that is known by everyone, but was a no-nonsense style, they would get him instead, or if they needed some quick winger, they would get a player maker one, if they need a striker, they would get a false nine.

The French League is absolutely nothing compared to other standard league with fierce competitive race amongst themselves. Ligue One have only entertaining features but when it comes to the real deal, they snapped out of it because they're incompetent to face major clubs. For instance, in the UEFA Champions League, we all know what always happen to Paris Saint-Germain failed attempts in numerous times.  They've tried and tried until they get no hope left. Perhaps it doesn't mean they will give up but continue to make attempts because winning is sure.
