Perhaps by adding a flag type 2 or 3, users will see a warning flag on the threads he made
The question is, who's the user who has been harmed by his posts? (ex. the client of some sign manager aborted/stopped the campaign).

I firmly maintain that forcing children to watch The Animals of Farthing Wood does not constitute child abuse, despite their parents' protestations that they're too young to learn that meat is made of dead animals, or even about the concept of death in general.
