The way it works is he'll break it down into week periods. So if you're a full member for a week of the month you'll get paid .01 then continue with the rest of the month on the .02/week rate when you become a senior member.

You are in fact allowed to have other things in your sig as long as those are your personal things not paid adds. Maybe I'm wrong but this looks like a paid add to me.
