I don't think Dortmund wanted to let him go. although many teams are interested in signing him, at a very high price, I doubt the real intentions of Dortmund.
I think Bellingham will stay for at least another season. and when the name and the game get better, there will be more clubs interested, even if it costs a lot.
Bellingham is still very comfortable at Dortmund and as you said he will shine even more next season because he will be Peter choice in Dortmund attack after Haaland leaves. This is certainly some good news for Frankfurt. Getting Mario Gotze on the team is going to be really great for this team. We all know what they did in the Europa League last time end, even though they had a really bad result in theIr own league, I think that might change in the next season. As far as I know, he is on the team for a three year old contract. This should be a good three years for him with Frankfurt.

However next year I expect many teams to target him, and I wouldn’t be surprised if all top 6 teams in premier league ended up targeting him.

That is acutally a pretty good point. I also think it would be a pretty big risk for Bellingham if he would go to one of the top clubs now because, as you say, it is very likely that he won't be in the starting eleven there a lot of times. I personally think though that he would be nominated for the World Cup even if he would not be on the field that much, because it was obvious that Bellingham is a great addition to the english national team when he were subbed in against Germany.
I doubt that Liverpool will want to sign him for the coming season as they have already spent 75 Million € for Nunez already this year, so i doubt that they can pay another 100 M € for Bellingham.

They will let Bellingham moves to another club. It's only matter of transfer price Dortmund will receive from Bellingham transfer. They wisely chose him, gave him opportunities to play, helped him to grow up. Now, his price on transfer market is no longer cheap. Maybe Bellingham will stay in Dortmund one or two more seasons as he is still young and has lot of time in his career.

One reason that he won't leave Dortmund in this summer, World Cup is coming and he will need a club that can give him very regular chance to play. He has it in Dortmund and World Cup is a big tournament each 4 years. He does not want to move to a bigger club and face with a risk that he won't be able to be chosen for England squad. We saw what happened with Sancho after the transfer to Manchester United last season.
