There isn't any. At least you try exchanges that are not too big like bitforex, bitmart or even free ones like forkdelta, uniswap, pancakeswap. Now exchanges have quite expensive listing rates, they serve coins well there, but the market is sometimes not adequate, better try the free ones first.
I don't think it exists at this time. If it's CEX then you won't find it, there are only exchanges with quite expensive listing fees usually even low tier class. We are not in 2017 where many cheap exchanges are scattered, now to get a listing is very expensive. Another way is to use DEX and it's free. Recently, the popular ones are pancake swap and uniswap.

there is very little information, namely what budget and what kind of coin or token?One thing I can say for sure, it won't be cheap, reputable exchanges charge very large sums for listing, and the average ones take far from everything and do a project check.

There are many bad exchanges who will not take any fees to list your token and even they list any token on the exchange without informing the team. Moreover you will get the list of best exchange from cmc and with all the information you can collect. But you will never get the list of best investors unless from these exchanges so if you want to catch a lot of investors then join top exchange.
There are a lot of exchanges now that have community voting for listing altcoins. You can try Kucoin, Kucoin is one of a lot of popular and reputable exchanges. I believe they have community voting on what altcoins that be listed next, so I can consider this is totally free of charge, you just need to win by votes.
I don't know that Kucoin has this service, but the MEXC exchange also provides this service for new projects. By voting to list on their exchange and the participants voting, they will receive rewards in project tokens. This is also quite simple compared to today's centralized exchanges, most of which require very high fees. But let the community vote for you, your project is really a good and outstanding project. Since you have to compete with hundreds of other projects, just focus on building a good enough project, people will support your project.

Still a few reputed centralized exchanges will list a token without any listing fees when your project is supported by a big community then it will be listed by voting, as like shiba inu was listed in the binance by users votes also i have seen kucoin also listed so many tokens without fees. Otherwise in 2022, you don’t expect to get free token listing even in the worst exchanges like latoken,p2pb2b & coinsbit.The best thing that he can do for now is to get listed in an ordinary exchange because this is the only exchange that he can afford and he must build his reputation by there. Getting listed on a reputable and big exchange is one of the wish of every coin owners but it's not easy since the listing fees are also crazy high.
Maybe I can suggest some exchanges for cheap listing fees and pretty good service like bitmart and probit. So far I have had no problems with the exchange. But if you think it's bad, it's better to spend extra for listing fees to exchanges like Kucoin or Poloniex.

there are many advise to instead choose dex as your option and that's not a bad advice, I think if you want cheap fees for listing you should make your coin famous first, after all exchange doesn't just outright lists all the coin and moreover if your coin isn't that famous then you have lesser chance of getting listed and usually the fee gonna gets higher, so I think you should start form dex and make your way to the famous kucoin, binance and the likes.
getting in the famous exchange gonna be difficult since usually they select very few project and then there are many requirements that they requires, I think if you wanna cheap alternatives you should just instead stick with exchange like uniswap in which there is no listing fee, I think it's better if your coin is still relatively low in term of volume and market capitalization until it gets bigger it's gonna be difficult getting listed in some famous exchange like kucoin.

No exchange is free. Even if the stock exchange implements it, I'm sure that within a month the market will close. But there are exchanges that are free for certain coins, for example Binance which makes free BNB or BUSD transaction fees to internal wallets. FTX exchange with free withdrawal fees for BSC and Polygon. It is impossible for the exchange to make it all free while the exchange needs to pay the blockchain network fee.If you want to see the trading volume on an exchange, or the level of reputation and ranking of world exchanges, maybe you can check on coinmarketcap.

I doubt that reputable exchanges with good volume provide cheap or free listing of crypto projects. As it happens, if project has too small budget and they can not afford listing on big exchanges with good volume, then they have only option of little-known exchanges, where all trades volume is barely over 50-100 bitcoins. At such exchangers there are always a huge number of various little-known projects, but it is unlikely that such exchanges can be called authoritative. Authoritative exchange and free listing, as it seems to me, are incompatible concepts from different worlds.

Not sure if Binance and Coinbase are cheap are not but they are the best players. Considering the security and past experiences as compared to other exchanges they are best suitable.
For example, if I am your customer then I would love to see the coins being traded on their exchanges and that makes it one of the unique place for first encounter of the coin.

Binance would be the best choice. Yes, there are exchanges that offer cheaper fees but the service that Binance could provide is better. They actually offer a justifiable transaction fee and it's always worth it because they have a better trading volume plus it's the most preferred exchange of many users because it's highly trusted and reputable. The first thing that you have to look for is legitimacy and trust rate of exchange because many might offer cheaper fees but won't provide you with a promising service in the end.
