Better to spend a little upfront to see if mining will be profitable for you rather than blowing a big wad on newer gear only to discover it's not.
I don't know if always true on old gear. There is some that it costs more then you will make.
So old or new ROI is not guaranteed. It really is based on a lot of individual variables.

I did not think about those with "Free" electricity. It seems a lot of those are mom/day or someone else footing the bill. It is never truly free.
Only thing close I have had was student housing. Each apartment max they could would charge was 25 extra per month to each roommate (4 in most cases). I did not mine there though. Really did not want to have one in my room, or be the jerk who makes roommates pay more.
Now I am set up with more electricity then I will ever use for miners.
Here we have Hydro. Its so dirty cheap its often cheaper to just include it with rent than run individual counters in apartments. So it is truly free. Of course you only have a few breakers to put miners on but.
If you want to get technical the Hydro is run by the Government. So its up to the gov to produce enough electricity for all the demand. In one way the bill could be shouldered by the government. Or The apartment owner. Who pays the 0.038$+/kWh.
Mind if I ask where you are getting that electricity rate? Before or after taxes/fees?

Look like base price went up from 0.051C$ to 0.056C$ and 30kWh+ to 8.6 up from 6.X not sure if its a summer thing. But whatever at worse this become between 0.04$/kWh and 6.X~ cents per kWh for residential rate. Its before taxes, so add some %. I don't know if both TPS and TVQ taxes apply, if yes it would be 15%.
Not exactly China cheap but still very cheap.

I don't know. Its 50kW not 50kWh so 50kW would be like 90 Antminer S5? I'm not sure you should be running that much into a single house or apartment anyways. And i'm guessing if you were running something industrial level you would be able to get some kind of industrial deal at home, maybe.
Also 3$ or 6$ per kW over 50kW can't be per day.
For industrial electricity service i'm surprised by how insanely cheap it is.

Definitively china level or better. Now it make more sense as to why big building's electricity is so dirt cheap. I guess mining wise i lucked out by being born in Québec ^_^"
