Please, read the description - gift - is the key word.
There are people - i.e. idlers - who can't use the same cc on more than 2 accounts, so if they want to multiple idle, they have to buy the game from the main account, then gift it to their alt to unlock the premium.
Because you can't buy the game itself from steam and then gift it to the alt, the only other way is to send the whole orange box.
This, or buy multiple credit cards
