as for the second question, you can use a graphics software since from my past research I have not seen software dedicated to this type of production...
I think the best option is to ask those who produce these products how it is possible to propose a sketch, also because they have template and examples that you can use a starting point.

A question for those that have been in the coin design realm; Are you aware of any holographic sticker design websites? And maybe a reliable printing service for custom holographic security stickers?
I've started to put a vector design together in Illustrator and it's extremely hard to visualize. If there was a website that allows one to design online or a software...I'd love to know.
