I am looking to build a GPU mining rig one for a budget of 1500 and one for a budget of 3000.

The 1500 one you can assume I don't have to pay for electric if that makes a difference.

For the 3000 I will have to pay for the electric.

I know nothing about doing mining.

I also have a gtx 960 that could be used in either builds but I doubt it will do much

I would recommend to collect a good basis, which can then be bought in addition to the GPU
- Asus b250 minig expert
- Palit GeForce GTX 1080 Ti JetStream (SuperJetStream, GameRock) - e-Bay, pre-owned, the cheaper-the better
- SSD M.2 Samsung Evo 970 250gb
- Celeron, Pentium, i3...
- power supplies only quality with protection (bronze, gold, it does not matter)

Buy only 1080ti or HD 580 8gb
Other GPU can purchaser, provided that the cheaper 40-50% of market value

You can start with 1 GPU and then buy up to 19

I think that you can build rig on GTX 1070 or GTX 1070Ti. GTX 1060 graphics cards pay off faster, but I wouldn't buy them. Before buying GPU, look at its profitability at https://whattomine.com

I'm selling a 6 gpu rig -- 3 rx580 3 rx570 for 2k..  if you want two, I can sell another 6 card rx 580 rig for additional $1800.. so 2 rigs, 12 gpus for 3800.

I’d recommend you to buy R9 290 GPUs for 1500$ rig with no restrictions for electricity. They are cheap now but they have terrifical performance equal to new GPUs like RX580 even better. The only problem that they have huge power consumption. Naturally they are only second hand right now. For other rig I’d recommend you to buy GTX1060 6 Gb or RX470/570 4/8 Gb. They have good performance and don’t use a lot of electricity after undervolting.

There are many guides here already posted and I advice you to use the search button or the magnifying glass above to find the guides.

Anyway, check this thread https://bitcointalksearch.org/topic/beginners-guide-to-building-a-6-gpu-gtx-1070-rig-using-ethos-and-windows-10-2164589
