1. Is there any chance of deactivation without data recovery (also assuming all of my activity is within the vps is legal)?
2. What kind of cores?

Or are you going to provide a shared hosting from back end?

Lastly, I want to know detailed report (minimum 30 days) on it's downtime periods and also on the type of security measures taken to prevent any kind of DDoS attacks.

- Full root access (Linux). RDP access (Windows)

- These are the Cloud VMs, not shared hosting.

- Im reselling Microsoft Azure VMs. (for more information : azure.com)
Regarding Detailed reports and DDoS, better you ask Microsoft for it.
they are pros.Let me know if you need any further information.
