I think you should hold it until the price returns to its best position, but if you sell it is your choice and you are ready to accept that risk. but my advice is you have to be patient until the best pump prices. 
I suggest hold if the coin is longterm because it will recover no matter what the market situation is. If the coin is not longterm I would not suggest to hold it for so long because I know it will dump by some investors and owners little by little.

If the Altcoin that you hold the price is still going down better you continue to hold it and do not sell at cheap prices. I prefer to hold. Especially in this moment of panic, when the price is low. And if you have money to ivest, buy some more - the market is crashing Shocked Then I'm sure it will go up. You can wait at 4 months, the price will rise.

I would rather hold than sell. Why? As time goes by, the market of value/price od bitcoin would results increase that means my investment will gain profit that it deserves. If I were to sell it now, it could not double or triple my money.
