Those coin that you mentioned is already dead, and it cannot be reinvented, its just a waste of time, money and energy. In my own idea, i think it depends on the project or tokens to be normalized, several reasons like the finance is the most important part on the team and developers itself, and community support on the project as well. Some dead tokens is impossible to retrieve in its positions, and we need to move on.
