no reply function on the forum labeled sticky, chances are you entering the forum sticky, so the reply function does not find there, please correct me if I am wrong ...
In post, i can't see reply button. WHY? 
When you not see reply button it does mean that post is locked and you can not answer. In other way, when a post is open, you can see a bottom with a simple write "Reply", press it and reply !
Locked, therefore you can not reply

It does not look very fair. May I know specifically which boards newbie cannot post on?

You can also use QUOTE button on right side of each post. It will take you to reply box and you can quickly delete quotation and write your message.

Most probably you are very new member so you can not post in certain threads.
Newbs can post everywhere as the newbie restrictions were removed long ago, so he's probably trying to post in a locked thread. Maybe a giveaway or something.

- There is reply and quote option,that different.
- Use google translate if you has a problem with english languange.

are you trying to post/reply in locked thread? if so then you can't reply!!
you should still be able to see a reply icon on the lower right...
i think he means Quote which is located at top right corner of every post
If for some reasons the buttons don't appear, there's always the quote button on each post.
If you don't want to quote, you can then delete the code and text which will appear.

If you cant post then the thread is likely locked. It will have a little pad lock on it if it does so look for that.
Reply button is at the top and bottom of each thread, but if you can't see the reply button then you're very likely trying to post in a locked thread. What one are you trying to post in?
