A new trend has started where companies promote or become a part of your ICO without taking any initial investment. If the idea is good, they will prefer to take the risk and once ICO is done, they will take a big share from collected funds.   

op seems not even have the enough big funds for the dev and other team. I do not know how he can spare the amount for promoting the project then. Better he may increase the fund raise with the ICO or come up with the investment what is enough for making ICO.
Smart contracts projects are now widely used and many developer making altcoins creation services on it accordingly. He may choose anyone among that.

Well if he don't have any funds to fill the promotion thing then he must create a beautiful and useful product since if he can build a perfect one then the product can market itself and possibly it will be scattered thru the word of mouth many product and services spread by that matter. If success get then Ads promotion will be the next so that the market will go wide.

Try searching a good team, they can help you so much if you find the right guys. If your idea about this program is original and worth for investing, I am sure that the program will succeed in the future, but be careful when you choose your partners, Try to find people with good knowledge and they can really help you. Get a prototype no matter how small it is, as long as it covers all the basic functioning points you dream it to be. Seeing is believing, and when you are talking to people, be it investors or people who can join your team without ant serious pay yet, you can tell a better convincing story to them. With no actual physical prototype it is hard to convince people about your product or service, it appears to be a fugazzi.

It depends on your idea to say the least. If its good enough, you can easily attract investors and team members looking to further develop and establish your idea/program into a successful one. If you are able to get in contact with a team, you should find out everything about the team, especially the development team. Ex: Google their names, visit their LinkedIn profiles etc. Make sure who you are dealing with is legitimate which is the most important part. Good Luck.

Yes! 2000$ is considered too small because, firstly, you didn't state the name of the program you want to start and basically, a program can mean anything but if it is crypto mining ,i doubt if realy with that capital, you can get atarted.

This is an open ended question, as what previous posters have said a "program" could mean anything.

A basic website with a small amount of functionality on $2000 is feasible if you find affordable developers. However, if you are looking to do something that includes coding a cryptocurrency, or a cryptocurrency based app or dapp, you are going to either need to find a solid team who are willing to work for peanuts (very doubtful), an investor with a good steady flow of cash or get saving a few more $$$$ on top of that $2000.

I've heard of ICO's costing anywhere from $20k upwards to hundreds of thousands of dollars depending on the core functionality and whether you plan to market to the masses and make a real solid impact with your advertising campaign...
But? $2000 wont really put you in nowhere even my mind would hardly recognize for someone to work out with peanut amounts.Im not totally discouraging out but this is really too small to consider when we are talking about on developing a successful program. Odds or chances of success is way too small considering on the budget you have planned to put on.If I have this then better to save it up and make plans once those money been grown already.

I totally agree, $2000 for a basic website is all you're going to get, I guess that also depends on what country you hire your developers from, but finding good crypto developers (from experience) are not easy to come by. However, if its just a crypto related website it could be a possibility for that budget. Like I said, its very hard to even comment when the poster has just mentioned a "program" without any further information.
When we do talk about "program" word then its a broad thing and we do all know the aspects which is on inclusion which you should really elaborate further more but since you are talking about website thingy then it is already enough on what you are trying to say on here.If you do have friends which are developers then it would be an advantage for you but if none then you don't have any choice but to stuck up with your plans inside in your mind.

Not just a program, you should be specific in what you want to invest in, that will give everyone a guide on how to advice you what to do and not what to do,define your business or your program.

Show investors your project plan, I mean if you can get investors interested to your project they can help you financially. Just make sure you have a good thought about that particular program and it will be useful to many and caught their interest.
