As others have explained, you might not have the 2FA enabled even though you have set up the 2FA. As a newbie, even if you can't secure or have a strong security measures to your account but by signing a message with your wallet will help prove that you are the real owner in case someone have or gained access to your account. You can see it in meta board where a forum member's account was hacked and wanted to recover by the help of admin so that person signed a message using the wallet address that is used to signed before to prove the ownership and did get it later on.

I went ahead and set up two-factor authentication, however, it did not ask me to perform such an action after my logging out and logging back in again. As a newbie,what preventive measures should one have in place to make sure that their accounts are not defrauded or scammed?
Aside from having a strong password, 2fa, make your device clean and malware-free as well. Good practice of securing and using your device and avoiding suspicious emails or messages from any social media chats will help you to achieve it. This common knowledge yet it can be helpful at all times.

The option to keep you logged in exists for convenience purposes. Many members, me included, don’t like to input their credentials everytime they want to use the forum. However, never enable it if someone else can have access to your device. In such case, always click the "logout" button before you close the forum tab.

As Findingnemo has already explained, make sure to enable the 2fa by ticking the "Enable two-factor authentication?" checkbox.

Which of the account? You didn't specify the account you're emphasizing on, because I know quite well that if you're emphasizing on a forum account many persons will be solutions to it very fast, are you emphasizing on exchange accounts or you're emphasizing on casino, it's base on the particular account you mention people will suggest the solutions of getting rids of scam from you, I know that scammers can't attack a newbie account of btt, but if it's an exchange accounts or trading account, scammers can attack those accounts that will require you to think of using authenticator, so will like you elaborate in detail so that your question will be well understood.

Use strong passwords for your email, your forum account.
Use 2FA for your email, and your forum account.
Sign a Bitcoin message with a staked Bitcoin address in the forum.
Sign a PGP message with your PGP key and stake it in the forum.

If you don't want to always input password check ☑ the box of always Logged in.

To protect your account use a Valid email and a strong password.

Which platform, are you mentioning that didn't ask for 2FA while logging in back?

The above replies focused on the exchanges but I read your thread twice and you didn't mention any exchange or name to assume so I consider you are talking about Bitcointalk's security feature 2FA.

Can you make sure, your 2FA is enabled by going Profile=>Account related Information=>Two factor authentication

The reason may be cookies and that you used the same IP address, but the platform must ask you for two-factor authentication if you withdraw (unless you whitelist your address).

The advice varies from platform to platform and you must continue to learn, but the necessary precautions are a strong password, using a unique email, two-factor authentication on a separate device and not using the device for random browsing or downloading programs from unknown sources.

Additional precautions: Restrict access to a specific IP address, withdraw your funds from the platform once the trading is finished.

You may have a lot of strategies with your passwords and loggins systems which may be highily sensitive secured for you, but be aware that nomatter how learned someone maybe, there would always be those who are learned than you do.

So to do away with such persons who may have some negative intensions of you is just to avoid them by keeping your seed phrase privately to your awareness alone and don not share your device which your wallets/accounts is being logged on.
Also, do not be confirmable logging in your accounts with different devices and avoid untrusted online links and sites.
