It’s not just a question of how, but where. The "how" I assume has been introduced by the posts answering to you on this same thread. There are plenty of other threads around on the topic, and it finally boils down, for the most, to being able to invest some time to create well-versed posts (be they topics or answers).

The "where" has quite a saying in the matter. For example, you are posting mainly in Altcoin related sections, the majority of your posts being in the local Korean board. Unfortunately, some local boards have very little activity, and the number of people with meriting capabilities there may be scare.
Your local board renders 6 sMerits awarded there during the whole of 2019 (5 in May 2019 and 1 in June 2019). Not much to go by if you concentrate solely on your local board.

As I said, the key is content, but placement has quite a bit to do with it. You should find those forum sections you are most comfortable with content wise, and give them a go by posting some decent content there. I am always encourage to send merit to newbies if they made at least good post. But fortunately your 95% post is on your local language which isn't readable for me. So I can't help you regarding merit if you do not make quality post in English section. Someone from your local board should review your post if they deserve merit. Actually merit receive depend on your contribution, if you can help this community by your post then automatically you will get merit. You don't need to make post for merit, you should  concentrate about your posting quality. So you should active on English boards and contribute your best experiences.
Actually you can use google translate or other translation of understand what he is saying. Even though google translate produce not good quality grammar but still you can understand the thoughts of his statement so basically, the language barrier is not a kinda a big deal.

Try to Create a creative thread that will be very use for other user or try to answer in a constructive way on questions of another member in your local section.  Then PM some reputable/high-rank member in your own local section to review your post/thread. Don't beg for merit but just let them check your post. Let them decide if will they give you merit or not. Sometimes not all good post can be seen especially when the thread starting to get a mass reply. So better to show them what you are really doing. I believe that there is some reputable member have a thread for a post that deserves merit and I believe this method has the same principle.

Be like the one who doesn't think of it like most of the users here in this community. Just focus on engaging in the conversation if you want to be helpful to your fellow Korean friend, you can translate the helpful topic in the English section to your local language so you can help them by giving some tips and spreading awareness but before that make sure you message first the original creator of the topic you about to translate if they allow you to translate then go ahead. in that way, you are both helping your community and paying respect with the original author.

Most of your posts are Korean so it's hard for someone to analyze if your posts are meritable unless a Korean member will understand that there are some of your post that are valuable. While the rest of your posts were all about announcements.

Engage more with discussions more in English boards, contribute and stay on topic.

You can get or earn merit by the help of community member by sending you a merit. But remember merit is for good and quality post only, so you need to make a good and quality post if you want a merit.

To simplify things up you will earn merits by doing a helpful post to the community and also sometimes you will get it if the users here will agree to your opinions, So create a constructive and productive post so that you will earn a merit and it will help you to rank up and get some benefits on having huge numbers earned merit since campaign managers will find you as quality member on there sig campaigns.

Other users could give it to you if they have sMerit (spendable merit) if they like, agree or in favor with your post. It is like a token of appreciation if they think that your post/s deserves merit and/or if you deserve to rank up. You can check the link given above for more information about the merit system.

You earn it as a reward for your productiveness to the forum through quality contributions. These contributions could be in the forum of write ups, videos or pictures. You need just 1 merit to rank up from newbie to jnr member rank, you can confirm other rank requirements from the thread linked above.
