some people say bounty program is nice and not because I see many people join bounty for gifts but now many bounty programs are fraud, the bounty is not a gift but many who pay for it, and follow the bounty program just like you investing in ICO and a lot of scams

Yep, most programs hire good writers, specially for the Whitepaper creation, it is one of the most important things of any ICO, that is why we are seeing that they are creating very good whitepapers. Telegram channels are a good thing to pay attention before investing into an ico.

Nowadays the scammers are getting more innovative. From the whitepaper and the website you will never get an idea that the ICO is a scam. You need to closely analyze the people who are behind that particular ICO.

although some of bounty program are not relying based on their project, but not at all, that  bounty program will be bad at the same time ,because some of them are still relying at good condition and communication by its member of their project,on other  hand before would you like to join of any bounty campaign or program site and forum you should be  a lot of research regarding to their project specially of their budget allocation to make sure that this project well progress and not fake or scam..

Website and white paper isn't enough to spot bad projects or programs or ICOs or whatever it is as everything can be copied and fake stuff that they're too good to be true.
I suggest that God ICOs are hiring good bounty campaign managers like higher rank accounts otherwise bad ICOs are simply managed by Newbies and junior members.
Another point, check their Telegram channels, if their channel has many active members then they're good ICO otherwise stay away from them so that you'll not waste your time.
Indeed, about the telegram you mention the more the merrier but active members is surely good  ICO, checking the team, developers, founder and the manager is a must. Some manager manages more than one ICO that leads to unsuccessful project. Check their projects purpose if it is good for the community or for us all.

Look at the scores on all the major sites about the ICO, pay attention to how many percent is allocated to the bounty company. if 1% -2% then it's bad, better about 5%

To know bounty campaign is good or not you have see before you are joining in the bounty campaign where you can see how much their ico was sold ? have their ico sold out at pre sale or not. You can check the ico data of their ico, how much was sold out and how long their ico was run. If their ico was failed because not many investor buy their ico, your bounty campaign will be failed and not got reward.

I think its too hard to recognize a bounty campaign is niceb and legit paying. But I will share my idea on choosing a bounty campaign. First thing I check is the background of bounty manager and the their work before. Then seaching the team on how they work the project and last is the participant will join.

You need to do a certain research at first. You can familiarize yourself with the ANN threads, especially the roadmap in the white paper and write down the interesting ones. Then you can browse through some ICO rating sites such as icobench.com, icodrops.com and topicolist.com to chose the high level ones. I prefer choosing the projects that have github link with good dev teams and promising ideas.
