Yes, they are doing this already. They have built a software which detects if someone abuses their system because if not then they will get bankrupt and the casino will close early. Another thing that prevents abuse is by setting a difficult requirements when it comes to bonuses.

Casinos must be fair and won't just change their rules for the previous users that already claimed their bonus because they won't know maybe most of them are still grinding hard but they are free to change it only for those who aren't a member yet of their casino. Spend more for advertisement to earn more? It sounds good but in the reality it does not work like that imho. However I believe any project has their own advertising budget and they should not spend more than the budget but they should spend their budget as always. For example a big brand like CocaCola, who do not aware about this brand? It is very popular brand but their advertisements can be found almost in all parts of this world but I'm sure they do not spend more than their budget.
