time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)

The activity score is calculated on your time and activity. To get a higher score you just need to become and remain more active.

It also has to do when you a specific number of posts. Not sure exactly how its determined, but it definitely jumps. Doesn't increase one at a time.
