Irrespective of the number of posts DAT u make. Ur activity counts and upgrades u in rank. This number of activity is what gives u the following ranking

Brand New: 0 activity.   
Newbie: 0 Activity.
Jr. Member: 30 Activity.
Member: 60 Activity
Full Member: 120 Activity.
Sr. Member: 240 Activity.
Hero Member: 480 Activity.
Legendary: 775 Activity.

I don't think it does... The core content of this thread dates back to 2015, and while what is discussed is partially valid, it does not cover the whole new ranking rule set established in January 2018.

Having a partial image of the rules will not help you since your mind-set will be set to posting and gaining activity. The mind-set now has to be reset to earning Merit too, and that is not as easy-peasy as typing nonsense on a post on a regular basis.

You should really be looking into Merit & new rank requirements, although I get the feeling that you're not wanting to really do it, as you could have found it by yourself. The beginners section is the place to go to start-off.

I opened one thread, and the OP was asking about becoming a Junior Member, when I looked at his title I noticed he was a Legendary. I put the bumpers on ignore, so they won't get any merit from me. I report the post as well, but that doesn't usually have any effect.

Sometimes, I saw someone replied to a topic, then clicking in to see what the guy discussed about. What I found are the same as yours with the current topic. Old topics revived somehow by someone. It's probably to increase post-count, nothing more than that shitty purpose. Joining topics in Meta board, which is one of the most interesting, serious boards in bitcointalk forum simply to show their shits.
They should leave the forum some day.

In addition, old topics which don't get any new threads over years should be locked automatically by the forum bot (if available).

No. Activity goes up by the amount you post in each 2 week interval, with a max of 14. Where you post makes no difference.

At that rate, it will take at least three months to become a senior member! That's a lot of waiting for signature campaigns!

wrong math there, a Sr Member requires 240 activity so basicalle you can only earn 1 activity per day it will still need 240days (around 8 months) to reach Sr Member

It differentiates. Post when you feel like posting. On that time your new member rank will appear when it appears.

So let's say you post 9,000 posts, or however many posts you need to become legendary.
You do that all in 2 weeks.
You wait several weeks without posting and then you're legendary...?
There are two week intervals, in each interval I believe you can get a max of 14 activity points if you make 14 posts in that interval. It doesn't matter if you make 14 or 100 posts in that two weeks, you will only get 14 activity points.

Also, why is this in meta? This should be in Beginners and Help/ Questions
It fits in either. It's about the forum so it's posted in Meta.

One user has 59 post and 59 activity, while another user has 24 activity but 78 posts.
I win.
It is more of a when. Potential activity is gained once per 2 weeks. Hence, User A has more potential activity than post and thus can post to make it appear as activity. User B has more post than potential activity hence he needs to wait till he has more potential activity for it to increase.

Incorrect, you can post in offtopic all the time and your activity would still increase. Activity potential is increased in fixed timings and it would only appear if the Post>Potential activity.
What do you want me to say?

I would expect for them to count in Archival due to them being still view able by a user. AFAIK posts in trash are essentially removed from a user's post count, so they wouldn't count regardless.
