Correct. There no rules but only luck. The machinery of blackjack is calibrated from the owner with percentage of wining for the players and for the owner. This rapport is normally 80% for the owner and 20% for the players. In my country are limits per this rapport which protect the players. but from what i see there seems to be some mathematical calculation that lets u know if the chance to hit or stay is better.

Better does not mean good.

it is better to hit a 16 vs a 10 than to stay, but both options are -ev.

In a real casino, with certain rules and knowledge of what card are left in the deck, blackjack can be plus EV. it is very hard, and most casinos will kick you out and/or shuffle more often if they figure out what you are doing, but it is possible.

I think that gambling winning/lossings are up to the player. If the players decides to stop while he is winning, he won. If he decides to stop at a loss he lost. But the amount that someone can win with gambling is really difficult to accurately determinate.
