I suppose that, when it comes to signature campaigns, you're right: not everyone can participate in them. But at the same time, the more participants there are, the more activity the whole forum gets, and the more it might be profitable to advertise within it, creating the space for more campaigns to show up. Then again, this might just be wishful thinking on my part.
