What company would charge you less, if they can rip you off  Cheesy
"Budget plan" means you have a measly monthly quota of energy, which won't be enough for you, judging by your previous bill.
And by this: "it's a flat rate of $84/mo no matter how much you use", the sales rep meant you'll be charged that 84 bucks every time, no matter if you exhausted the quota or not.

Was this an option with your power company you could sign up for in place of a regular per kW pricing?  Meaning that you could pick between the two plans?
it wasn't offered to me when I started service, I got a bill last month for over $400 and I called them and the guy I spoke with said "you should have signed up for our budget plan, it's a flat rate of $84/mo no matter how much you use", I informed him that the original sales rep was an idiot and never offered me that deal

If. I've tended to notice the guys hashing away in their parent's basement, at college, or on their landlord's dime tend to have about ~500 mhs or less total on the forums. But yeah, mine with much more and I'm sure you're going to draw unwanted attention.

Where in Western Canada, Manitoba or BC?
In SK, I'm paying a marginal rate is $0.12/kWh

NorCal SF bay area.
Winter:
Tier1 0-579 0.13 kwh
Tier2 580-753 0.15 kwh
Tier3 754-1158 0.30 kwh
Tier 4 1159+ 0.34 kwh

Summer same prices but different limits
t1: 0-309
t2: 310-402
t3: 406-618
t4: 619+

Not able to mine here. However if I were super poor I could get CARE, which is reduced rates for low income households. Not poor enough though :\
