This does not necessarily mean that Stake.io does not allow players from his country, or he may be temporarily residing in that country. Whatever the case, changing his DNS settings can help him bypass the country-wide block enforced by his ISP.

Of course they can do this and use sites restricted by their country's government by changing DNS setting or using vpn.  But they will be able to use it as long as the site doesn't ask them for kyc.  But if the site asks for kyc and there is no option to submit documents of that country for kyc then it will put the user in a big problem if he is holding any funds on that site. If the kyc problem does not occur then they can continue using the site without any problem.  But there is a risk here.

No site ever bans cloudfare from any browser, they ban IPs from a specific country.  Because they don't want any user from that country to use their platform or those domains from that country's IP are banned by the government because maybe it's illegal to use something in that category in that country.  For example, gambling is still completely illegal in many countries and the government always provides protection so that no citizen of that country can play gambling. The matter is basically like this.  So in my opinion one should never use a VPN or any other technique to access any investment site.

Binance banned US users from using their exchange, if someone in the US uses this trick to access Binance and begins trade. This is the current dns I am using on my Router and mobile, some times the dns server will be out of reach and will disturb your internet connection, this can reveal your real network data or mess things up for you if the gambling platform detects that you aren't true with your location, just saying.
Yes, that is the risk. We all know, there is nothing save on the internet even if we use military security ever. For that situation, we need the best DNS provider to reduce that risk. If you ask me, I still don't know the best provider DNS, but google is the best for me, I don't have a problem so far. For some time I use 1.1.1.1. if when I change my browser to firefox, and when I use chrome that is suitable for DNS google.
