In my opinion to be a bitcoin expert we should read the first rule in the bitcoin forum. after reading the rules, look for extensive knowledge and lots about bitcoin. Looking for signatures and investments in many fields.
One can be expert in bitcoin by learning from this forum and google articles about how it works, its transactions, mining, various projects and its benefits and improving our skills. It needs lots of researches and hard work.
Is there one or are they just claiming it?
How would one say he or she is already an expert in bitcoin? Is there a vote for that?
The price is not even predictable so if that person is expert with something, it will just be the definition of bitcoin or maybe the deeper meaning of it.

Yes, you also need to be aware of the alt coin and how they are doing. Just like how ethereum is posting a thread to the bitcoin as some say ethereum will overtake btc. The reason is that ethereum has smart contract etc. On the other hand, btc also have many problems it faces. The recent bitcoin cash fork can cause potential problems to bitcoin like how miners start to switch to bch and btc transaction got slowed down. On the other hand, btc also has high transaction fee, like 1 had to pay like $6 fee just for a $3 coffee. So btc are currently undergoing transformation and hopefully with segwit 2x and lightning network, btc transaction will be immediate and cheap. Also, privacy coins are getting more and more attention. Will it be a day where privacy will also be needed in btc?

An expert doesn't mean that you have to be broad in terms of bitcoin. You can stay on where you want to lean with your interest but these things that sithara had mentioned are the basic things that you need to know if you want to be a bitcoin expert. And if you are an expert in bitcoin already then you may want to upgrade and become a blockchain technology expert.
My advice, or what I am doing each day, day by day since one year now.
I start the day asking google for the "price of one bitcoin" and "price of one litecoin". Then I go to investing.com and visualize the BTC/USD and LTC/USD charts with trading indicators. Then I open the bitcointalk forum and spend 30 minutes-1 hour in the morning by talking to people. Then I go to Hashnest (best cloud mining company, I could say) and make a count of what I have earned (or lost) from the last day.
Sometime I also spend 15 minutes on bitcointalk in the evening.
And I do this day by day, each day.

This is a forum so it is obvious that you just need to read all you can here. You can't just start in a complicated way of understanding since you are new here, maybe some sites like Bitcoin.com can help you out. Researching is a best way to start a learning.

Becoming an expert in bitcoin is really hard and takes a lot of time, I think you need to read more, study and engage here in bitcoin forum and ask questions to someone whose knowledgable in bitcoin. Be patient in learning and have a focus when studying it. Also, I suggest have a research or google it in the internet and read articles about bitcoin. Thank you.

Maybe you should study more. Understand even the detail parts of bitcoin, know a lot of things about mining, trading, and suchs. And also know about cryptocurrency and blockchain as well.

You should read a lot. If you wanna learn something about bitcoin, join slack and telegram groups, read this forum and invest some coins 
I would suggest you to read what is blockchain, how blockchain works and lastly why bitcoin is founded. After that you'll need to follow up some bitcoin development issues and regulation issues.

I can say that I am now bitcoin expert because I now know many things about bitcoin. If you want to become also a bitcoin expert I prefer to you to study many things that have connect in bitcoins everyday. I gained many knowledge by reading many post in this forum. Thank you.
! Do you know knowledge about blockchain technology or scenario of whales on market? A bitcoin expert do not mean you are winner on market or have some knowledge about history growth of Bitcoin. 
Give your time. If you are a beginner then just stay on this forum and learn just a little bit every day and in the final after 1 year or 2 , depends from human to human , you will become a expert and really make money to buy anything you want , but even when you are a expert you have to keep working to have high results.I don't know , just set a goal for yourself if you really want that.
