It is always wise to draw a layout draft of the page design before building a website. Having a Layout Draft" will make it a lot easier to create a web site.
try to self study about CSS, HTML5, JAVASCRIPT, WORDPRESS, Ajax, Bootstrap . those are your basic need to start a website

I toyed around with WordPress for a bit while looking into affiliate websites and it works fairly well for the purpose. I used a free theme but the ones that cost money do a lot better, or so I'm told. You do still have to pay to host, of course, but WordPress is honestly a pretty great resource for building websites, imo.
There are a whole of free website builder you can use. you don't need to be a pro to do that. there are simple drag and drop. it is easy to do. try do a google search you will find a whole lot's of website that will do that for you easily and happily.
You can either built it by yourself or post an ad to hire people to do so in Upwork, Fiverr, Freelancer, etc.
You can easily build a website in wordpress reliable and very user friendly environment
I haven not built a website, so I don't know what to do, I think you can baidu.
