You hardly find a way to buy BTC with paypal.
CC is convenient way ... but in most cases you have to go for verification (upload ID ...).
Try to find some BTC ATM nearby or use localbitcoins to find trader ( and buy via bank transfer).

Buying Bitcoin with instant method is the easiest way to buy Bitcoin. With this method, you can get your Bitcoin directly at the exchange rates listed at that time. You just enter how many Rupiahs you want to pay or how much Bitcoin you want to buy. Usually, this method is widely used for beginners who are new to Bitcoin or those who do not want to take a headache in buying Bitcoin. This method is perfect if you want to buy Bitcoin and keep it as a long-term investment asset. Depending on each Bitcoin company, Bitcoin purchases can be made by bank transfer method (either ATM or internet banking), various minimarket outlets, or e-wallet service providers.

Guys can you tell me what is the website where I can exchange the BTC or ETH?

Do you already have some BTC or ETH and want to sell them or exchange them? Or do you want to know on what website you can buy them?

I want to know about $ to ETH or BTC
Buying cryptocurrency with fiat then?
You can go to your local exchanges, I'm pretty sure every nation has their own 'biggest' exchanges.
Although, you will need to do verification process to be able to trade.

If sharing your information isn't your forte, you can try this forum's currency exchange or Localbitcoin.

You can buy bitcoin through deals or buy bitcoin directly from other sellers in the market
In the United States, Coinbase, and Circle offer credit card payment options. In the UK, Bittylicious, CoinCorner and Coinbase also offer this service, accepts 3D Secure credit and debit cards for Visa and MasterCard networks

Depends on where you live.

Where I live:
- Transfer money from a bank account to an exchange like Kraken or Bitstamp, this is the cheapest option, the bank fee is only a few cents and the deposit to an exchange takes just a few hours
- Buy it on an exchange like Bitstamp with credit card, but there's a large fee
- Buy it on a Bitcoin ATM or almost every petrol station, 7% fee
- There aren't many people using localbitcoins around here and those that do usually want about 25% more than the market price, so I just let them keep it that price  Wink

I choose the cheapest options. If I don't care about anonimity I use bank transfer if I do I use ATM or petrol station to buy it with cash.

In countries where local currency isn't easily converted to $ and there's no ATM or shops selling it for cash, localbitcoins might be the best way to buy.
