Considering the current situation, we can not use domestic exchanges to purchase or sell Bitcoins at least as of now. However, there is no law preventing us from buying and selling Bitcoins at the individual level and hence we can always use banking channels like NEFT/RTGS/UPI to trade fiat to crypto pairs. I would go with Localbitcoins in such case.

Well, Don't buy any crypto in India until RBI instructs all the banks to support all Indian exchanges. Wait till the final decision of RBI and then if you want it then there are numerous exchanges in India to buy BTC and all other currencies.
There are many exchanges now if you want to buy bitcoin in India like Koinex, coinsecure, coindelta etc. But if govt stops the banking services to exchanges then only peer to peer would be left like localbitcoins. I have used it and did not face any problem.

Yeah, local bitcoins is good. Other than that you can use Coindelta, Unocoin, Coinsecure, Koinex and there are many more now. Decide and choose which suits you better according to their fee.

You are right. Due to the decision of RBI to stop services to exchanges, there are many withdrawal related problems. Its better to wait until the matter is fully resolved and final decision is taken by the govt.

Zebpay is very popular in India right now for Bitcoin trading but since past couple of months people started to hate zebpay because of their slow transaction procedure it is now taking 3 days on an avg to get money in your bank if you sell Bitcoin on zebpay. Plus I they require more transaction fees than other exchanges. According me you try binance and koinex as both of them are good for trading BTC right now in India.
Very soon who ever are using the indian exchange like, zebpay, coinsecure etc are going to face the legal notice from income tax as they are all going to disclose the customer trading details. So it is not secure to use local exchanges apart from that they are also now winding up their business as RBI instruction was to close the crypto currency business in india. So it is much better that you can use person to person trading platform like LOCALBITCOINS .com site which is very good and not problem for transaction.
