But to me, an ICO is a scam if they don't have any updates on social media or the telegraph administrator doesn't answer questions correctly

Well, there is always a chance for a bounty to be a scam, unfortunately, but I think that choosing famous bounty managers is a good bet and check how active they are on social media, I generally chose project managed by them and it seems to be working just fine, I mean the projects are not perfect but they are legit.
There is no way to know is bounty is scam but you can be observant. Read a lot abount the bounty especially the white paper and investigate who is the bounty manager.

First of all you need to have a research regarding on the project if the project team was true or not and specially if they have a working product not just an idea of it, then read the whitepaper if you think it was reliable and not copy from the work of other you need to observe them on what they are doing so that you can avoid being scam.

simple, if the project didn't give your rewards, thats called scam mate
but, sometimes a project will give the rewards to their supporters in long period time, to reduce the big dump on price

Well its not that easy to identify if the bounty is a scam. Usually most of them are really good at first and then turns out to be a scam after sometime. You can look for the signs like their rating in monitoring sites, the team behind the project, the bounty manager, the project itself, and their communication means like telegram.
If they don't have whitepaper, offer too much money for bounty campaign and their team looks not too impressive, then i wouldn't participate in this campaign.
