There are a couple of options available here:
-Use a VPN + TOR to access the bitcoin network and actually send the transaction there.
-Instead of using a mixer, exchange it to another currency, eg (ETH), and then make a new wallet, turn it back to BTC and you'll be able to use it again.
-Do not reveal any information to the person you are sending it to.

Like others said, TOR + mixer sounds good. I think you're safe with these, but it depends on how badly you need anonymity, of course. If you really want to make a private transaction, then apart from TOR/VPN choose a different cryptocurrency that offers to make real private transactions. I mean crypto like Dash or Monero. This way your transaction won't be seen, and if you use TOR, your IP address will be hidden as well. Keep in mind, though, that whichever option you choose, there'll be people saying that it's all traceable. Who knows, maybe they are right. It's just that when people get busted, it's usually not revealed by the authorities what exactly allowed them to catch a person. But I tend to believe it was these people's stupid mistakes like using an email with your name and surname on a forum, not the authorities tracing the untraceable. Such as hide the IP address. You can't totally hide your IP address, but you can change it using a VPN or TOR browser just like what have been mentioned above, this will also help to secure your locations because you are using other countries IP addresses.
