Usually avatar already have provisions in installation for example your rank has reached full members and above it other than that down will never be because it has not been allowed to install.
Is avatar a software which needs to "install"? Not sure with your words, but don't use google translate again.

Have you ever seen a newbie/jr.member/member wearing avatar? If you haven't, you must try to find it.

I too spent few minutes for placing an avatar, but thought disabled for newbies or certain groups, by reading this thread I came to know we need have higher membership of Full member.
For spam reduction the admin might disable avatars for newbies, jr members etc.

Yeah. Only Full member and higher ranks can wear an avatar. But if you became a full member, you can wear avatar by going to the "Forum Profile Information" on your profile.

This forum has its own rules for its own reasons and the ecosystem works pretty well (not perfect, but not bad).

Quite a strange policy in my opinion.

Everybody used to be able to have one but Avatars were disabled for quite some time due to a security exploit, but now they're just a perk of achieving that rank like bigger signature sizes etc. People can use avatars to help impersonate someone so I think it's a good idea limiting them to a certain rank.

Not to mention the fact that you can/used to be able to use sequencial gifs as far as I understand it which would be greatly annoying if all newbies were able to do this. (Imagine 1 user creating 1000 accounts and postingone post on each in random places with a flashing/annoying avatar, it'd get a bit annoying).
EDIT: gifs are supported still.

Googled a bit, and found out how to become VIP or Donator

This sells for about 2+BTC per slot so it's quite well maintained in the amount it brings in.

I think avatars were able to be put up by any rank some long time ago (I think, don't quote me on this though). It is now disabled and only full members and above can upload it.

This rule was put in place as many spammers made accounts and distributed inappropriate images via the Avatar. It is better this way for the community and gives moderators less work to do in terms of spotting out the bad ones from the better  Roll Eyes
