no because we are way past that point.

you see when bitcoin was new and it was the only thing around, this is when the misconception about bitcoin anonymity was still strong, by that time bitcoin was used more for illegal activities than anything else. although it was very very negligible compared to criminals using USD.

then slowly people realized bitcoin is not anonymous and never was and never was advertised as one either!
also real anonymous coins with focus on this were introduced. coins such as Monero and they are now satisfying that purpose. but it is still negligible compare to USD Wink

Bitcoin is NOT a cyber crime tool.Cyber crime tools are viruses,malware,phishing methods,doxing and all the other software and hardware tools used by the cyber criminals to steal money and personal data.Bitcoin is just a currency,and by the way,most of the cyber criminals use monero or other altcoins.
Your question in the title is pointless.We can`t threat btc as such tool.

Anything that is used as a tool to finance criminal activity should be treated same way regardless of what it is - USD, Gold, Bitcoins, other fiat currencies, anything else that can be used as an exchange medium.

It is crime world should fight with, not the tools used in crimes.

That argument aside - bitcoin transactions are actually much more transparent and traceable then conventional cash that is pretty much used as universal medium to finance shady stuff.
