I think that's too expensive 
We can the faucet script for free
For domain we can use the free one / the cheap one (about $5)
And at least the faucet only need 0.01BTC as starter
So, we can make faucet site for free or use few dollars to get better faucet service

It is free to setup a faucet and you can buy a website and hosting for like $30 and use only bitcoin to pay. This offer is way too much.
