1. He is going to have 1022+14 in the next period, and he become the Legendary (1030+)
2. Delete minimum 7 posts from the beginning to make sure they were already added in the activity counts. So in the next round he will have 1022-7+14 which will possibly still keep him in Hero :-D
3. We can keep reporting his early posts to ensure minimum 14 gets deleted in each round :-P
4. Someday the system will get tired and will award him the rank eventually without having 1030 activities.
Assuming coinlocket$ makes at-least one post in each round.

You have 1023,1024,1025,1026,1027,1028,1029 and 1030 all those different activity are a possible rank up case.
If your post count = you activity score, you can do it by deleting a few posts back to see when it was you actual rank up, but in our case to get your post count to equals your activity then we have to delete a few thousands posts.
That is what Loyce is talking about.
Let me explain a bit, for every post count you get an activity point, but you have a restriction to get only 14 activity points in a two weeks period. If your post count is higher than your activity, those activity points that are over the post count are not lost. With every first post in the new activity period you get automatically extra 13 points activity (in those cases when the post count is at least 13 points over the current activity).
Here an example
You have 50 posts and 28 activity, the new 14 days cycle have started and you make a new post (51 total posts), then you activity will go to 42. Let's say after that post you go to some nice place for vacation and you come back after 3 weeks (the new cycle has started again) and you make only one post again. Your activity will go to 52 same as your post count.
On the other hand:
If you have 140 activity and 1000 post count you need to delete 861 posts to reduce your activity with 1.
