That's stupid. Locking any specific section to a rank as high as full member & above is just idiotic.
Sure, there are lots of scammers. But you can always find a way to manage your self between the scammers and the legitimate users. Besides, any one can buy a full member account or farm like 20 at a time and use them to scam.

A good newbie will do some reading and know that he cannot request a loan without a collateral and if he needs one he will offer a valid collateral.

I don't get why anyone would do this, they could easily just but the 70TH/s them self & be safer because the money is controlled by them and not in the hands of someone they met 5 minutes ago on a strange forum with a strange request. Look somewhere else, I reform commend BTCJAM or Loanbase. If you're legit, verifying your ID and all that other stuff shouldn't be a problem.
