when the bounty manager handles too many bounties he may trust you to take care of one of the projects he has received from development.
Don't just ask money first, you should love your work first before asking for a payment for a professional fees. Or accept what comes to you as long as you contributed to them even if they couldn't pay you right I'm sure it will pay off someday.
And now the manager's competition is tougher, more professionals are holding more bounty projects under the pretext of paying variations (if that I don't know) which is clear if you already have more skills and can already do it what's wrong with trying to offer on the service board hopefully there are projects interested in the OP's portfolio.
