Buy Bitcoin in any Exchange you like if you have legal currency.
Some buy Bitcoins from local Bitcoin dealers to avoid tax in their respective country or to store illegal money anonymously.

You had better be safe one million euro is a huge money to trade carelessly with I would advice you get you bitcoin though an exchange no matter the country you're in you can still get BTC from exchanges
