I think you are trying to develop a project that will help in raising funds for travel and tour. Though many projects have raised money through ico for this same business venture, I think if you can add something unique then it will go a long way of making people to have confidence in you.

You need to provide more information for people to want to invest in your project. Have a website running, or a white paper to start with. Show how you will offer these services and how you are different from other service providers in the market. I have written a white paper for someone with such a service though their project was on Ethereum platform.

Indeed, even without software developer, just create a website which could afford all the information and services. I don't want to invest on such project as well, I can't create on my own, you can't start a business without sufficient funds obviously. People consider to invest on a good project which has developers team and long term plan, good return for investors. But, this kind of business just not meet the requirements for investors. Maybe your friends may invest on your business if you can assure to doubled it within 6 months.

Some of the services listed is already offered by our local bitcoin even me i can start that kind of business own my own but i can't do that because bitcoin is not to popular in my are and i need more time for advertising bitcoin first before i start my own business.
I think OP has limited capital for that business that is why he wanting to have partners to run that business, but i do not think OP can get investor because more people much prefer to keep their bitcoin in their wallet and wait for long period of time due to continuous increasing of bitcoin value we able to get huge profit.
OP you can start that business whit small budget and offer the services which only fit for you budget, Goodluck mate.
