if i could get a good article on a topic that i consider important while others dont, for various reasons (agenda, invested)
There is no restrictions on asking to get an article on any topic, but the thing you offer in exchange is what's the reason of concern here. You could simply post this in Services section asking for the same thing but offering some currency as reward for that like Bitcoins or any other cryptocurrency (It would have been in Altcoins section if it were to be paid in something beside Bitcoin though), but you offer to reward the person with Merits for this which is what no one should do because it is considered trading Merits as you are giving them away in exchange of something.
i then can still improve the quality of this forum, and i was told thats how i am supposed to use merit for and here i try.
why this outcry now?
This is not a good and effective way of using Merits. You are using them for your own good but not for the betterment of the forum or for qualitative contributions towards the forum. Merits are well used if they are given away to the posts that are constructive for the forum, not if they are given away in exchange of something.

for the forum and the world, and my project i wanted to sacrifice
all my merit for a good content article i wished for the forum. so someone that wants it can earn it. while others are giving away their merit in lottery and gambling garbage.
its both at the same time, good for me and good for the forum, thats actually how each user in the end uses his merit,

you are demonising the active merit rewarding, for content desired, and not accidentally found.
That is not a way to improve the quality of the forum. Besides, you are demanding the writer to post the article also to a blog (which is yours, I assume) beside this forum which shows that the basic purpose of this is not to provide quality content to the forum in exchange of Merits but to fulfill a personal need, and that is not how Merits are to be used. I doubt if someone really told you to use your Merits this way.
