And yes, I CANNOT find anywhere how to buy BTC with PayPal Balance from a legit exchanger company with LOW fees. ID verification is NO problem for me. I just don't want to withdraw to BANK!

You have a 3000 eur it is impossible to look for someone to deal with your huge amount of money. and i think only virwox can give you trusted deals. than dealing low level here..
If you are in my place you can use our local wallet or exchange site here with and i think they are also offering vcc that can connect with paypal.. just already mention in the first page..  but this one is in my place. and they need real identity..
My suggestion much better to withdraw your money just like other comment buy bitcoins with local exchange site or localbitcoins.
Because no one can get your deal with paypal unless if you are using other payment method like perfect money..

Virwox has exactly 18% fee! It's so much expensive, plus you have to wait more than 60 days to trade <400EUR.

Try localbitcoins and get used to the high fee people charge for the reversible payment method. No one here will deal with you because of reasons already stated. Good luck.

I was going to suggest the same thing.  Localbitcoins is good because when you open up a trade, it will automatically be in escrow.  Another place you might want to try is Paxful.

No matter where you end up trading btc for PayPal, whether it is here or any place else, you will have to pay a premium, because you're new and paypal is reversible.

One way that might work, however, I would do more research:  buy something for someone with Paypal.  Once that trusted member has received the item, they release the bitcoin.  Again, just an idea.  I have never done this myself.

I have looked at PayBis but they have very high fees (about 29%)
Also Cryptonit is very complicated regarding registration.
Virwox has high limits as well.

If I were you, I would just cash-out my PayPal funds and then buy bitcoins locally or in-person trade meetup with those cash.

they accept bitcoin as a funding method but they dont accept this.weird really.

i mean people buy and sell bitcoins they dont consume it anyways.if somebody bought it in the end the r going to sell it.

i am a newbie here and all i hear is that is risky,that is reversible,u do that u can get scammed.

I wouldn't use neteller to trade for bitcoins because it is against their tos:
 (v) using NETELLER to facilitate the trade, exchange, purchase or sale of Bitcoins,

And based on their tos it is reersible but unlile paypal, neteller has terms in chargeback:

  6.12 Transactions are final and are not reversible save in the following circumstances and at our sole discretion:

and I think if you use it in trading for bitcoin which is against tos they will have to reverse the payment because it is state in their tos here:
6.12.3 where you are in breach of these Terms of Use.
