I have used most ICO rating websites and have noticed that ICO project can get a high ranking if pay more fees, i do not suggest to use this websites especially icobench.

Forget whatever site that anyone would shill to you, Icobenchmarket use to be the best but I agree with you that they have compromised already and all they are after now is the rating money which they even go to the extent of paying for reviews from people. Research and find the websites that work for you but my advice is to start with icobench since like the pack a little bit of beginner tips and guide then from there move more and find what works for you effectively

You have a good intention, go on create your list if you want to compile by involving the community, it's a good idea but like all the other rating sites do not offer paid listing, this is where corruption begins when you offer paid listing.
ICO used to have a good reputation but they abused their rating system, I also used to check these rating sites and in fact made reference before investing and promoting these ICO's, but the connivance is very obvious.
