i don't think what's happening right now is not really a big threat for crypto, if you are referring to what china did lately. i believe it's just a decieving move in order for them to be whales of the crypto industry. they are trying to monopolize thing from the way i look at it.
Since we're only in the first half of september, I think we have quite some time to investigate which ICO will be best to invest in. But Thanks for all the suggestions. These I will definitely look into.
here are my top candidate ICOs this month of October :
1. ICON = a Korean basen blockcahin and crypto developer and also a KYC government compliant so it is a great investment potential. Korea is the third best cryptocurrency supporter in Asia next to Japan and China.
2. ARToken = a great Augmented Reality(AR)/Virtual Reality(VR) ecosystem developed by Cappasity. A unique blockchain exclusively made for game developer, multimedia and virtual content creator.

I do not see how this is an obvious pick over highly professional ICO's like Change and Red Pulse, when the website looks like it was made by a 14 year old for a school project. The product might be amazing, but it just looks incredibly crappy

Kyber network looks a good project in this month but i don't see there will be a good ipcoming ico in the october but this will need the more time to do a research about ico. Yes I think there needs to be regulation. We need ICO's to fund companies with working prototypes, trustworthy teams and a longterm plan; otherwist any moron can launch an ICO and scams hundreds of people out of their money, lowering trust in the cryptoworld all together

AS You can see some project dead in middle way. People lose there money in false project. I think this idea will make better then fake ico.

I believe the ICO's that have advantages to the government as well, like Change, because they'll make it easier to pay with coins, and therefore it's easier to track by the government
Yes, governments should allow ICO's to make them in a legal format so that now a days some ICO's are scamming the people. If those are in government control then people actively invest in all crypto currency ICO's.
