Since your country do not have any thing against gambling why not just start you business there and nurture it till it expands and probably cut across countries to.
But still you can look into Asia it becoming a hot cake
Before he can build his gambling casino, he needs to ask with the local authority on how he can do that, so he doesn't have to break any law or get trouble in the future.
He should know what he needs to prepare before he can start his own gambling place.
I think it's not as simple as he can imagine building the real casino in his country because that will be related to the law on his country.
Maybe he needs to visit the Asia country, especially in Hongkong, Macao or another Asia country so he can contact the local person who can help him to build his casino.
But it will be good if he can build the casino on the internet because I think that will cross the border on each country so he can invite many more gamblers to come to his site.
I think that will be less investment money that he should prepare than to build on the offline gambling.

I would also recommend Philippines because they have are very open to accepting offshore gambling business with their POGO.
The Philippines needs money to improve their country so as long as an applicant will be able to qualified with the requirements, they can operate without a problem in the Philippines, currently it's the chinese gambling operators who are dominating the POGO, it's good to see other race to start their business as well.

About the requirements, from your link, section 4b.2 and 4e:

KYC would have to be mandatory, to ensure players aren't Filipinos or aren't playing from the Philippines, or aren't under 21, and that players aren't from countries which prohibit its people from gambling online.

Also, tons of fees and taxes too which don't seem to be low to me, seems pricey compared to the Curacao gambling license.

If it is an offline setting, there is no restriction in the country you are staying, then it can be a good location to set up your gambling business. However, it's best you register it and get the right license if there is anyone being provided in your country.
But if you intend setting up an online gambling business, which I think will be more profitable than the offline, then it can be run anywhere. Just make sure you also get a licence for it.

I am from the Philippines and I haven't seen a website that is registered here in the Philippines and has been granted a license to operate an online casino that accepts cryptocurrency. I don't think the Philippine Government will allow such thing as this will not employ a lot of people unlike POGOs (Philippine Offshore Gaming Operations), they will employ a lot of people, rent space and look for legal services which means revenue to the government. If I we're OP I will go to where most online casino go and get a license.

But didn't they stop giving out new licenses because of all the issues brought by Chinese gamblers plus the criminals preying on them. I also don't think these POGOs really employ natives, the Chinese bring Chinese wherever they go.

Well OP probably have to settle with the usual Western countries, which pioneered these online gambling in the first place. I think one reason he's looking for alternatives is to save a few dollars. I don't really know any country though that allows you to register your gambling site if you're not residing in said country.

A crypto based online casino or sportsbook should be free from licensing and all those centralized powers. We already have a community and it can starts from here. I have seen several gambling sites without a real license but established now. As long as you are providing good service and abide by community commonsense then a crypto based gambling site should be fine.

However as DS said, you can talk to some local lawyers or with any law firm online who has good reputation but never listen to user game-protect in here.



Oh no, no one will leave you on your own. Being a crypto based doesn't mean you deserve full freedom, with that logic bitcoin exchanges and atc all of them must be free from centralized powers and be able to run without licenses online, backed by trustworthy from community.
OP I think poor countries will be good idea for you. Usually they are open to cryptocurrencies and investments, you get cheap rentals, cheap workers and in overall they will be cost effective for your business. You need some people who will work for your online casino and since you are looking for country to operate from (or only license?), then it's a good opportunity.

If i were you, and I was searching for a country to set up my company I would definitely choose Malta.
Especially, if you plan to make it a crypto company I would totally recommend it to you. Malta is a cryptocurrency paradise right now and they offer low tax rates to start ups.

So make a search and don't ever start a business if you have no specific information about the country. Must look forward always on some sort of rules wherein related to gambling because it's very risky now to put money everywhere especially through  gambling because most of the government regulate different rules which not suitable for all ppl who wants to build business with it.. So be aware.
Op needs to find a country who are friendly to the gambling because if the governmentare against to the gambling that is a big problem because maybe they ban gambling to their country is big chance. He needs to take a risk in creating gambling to the country he choose and know the possible consequences.  This needs also a lot of research so gambling of Op will be successful operate.

To be honest I am also familiar gambling licence when it's going to operate by crypto-currency. Since crypto-currency itself is anonymous and decentralized then why should be there centralized licence. And that licence for what actually. If someone wonder to accept fiat then its appropriate get a license from local government. Because government could prevent accepting fiat or they might make trouble.

However, we are not familiar with your jurisdiction from where are you like to operate your gambling site. As Darkstar said, you should contact a lawyer, so that he could help you about all the legal documents.

In my opinion and based on what I’ve heard and seen on the news, HongKong is one of the most well known country who are into gambling and do have lots of casinos too. But as most say, it would be best to ask someone with higher authority to know what are the pros and cons of operating a gambling business outside your country. But if its just an online gambling business, do some research too and ask around.

If I will pick a country I will go for Hongkong also, they are an open country and it's great to move there because it is one of our premier business hubs, but if you want to start a small gambling site and your government is not restricting you, then you should have no problem in setting up one.

Hongkong could be a good choice as we know that many gamblers come to those places. They can gamble without worry, and we can choose any casino. I think if he chooses to build a gambling site, he needs a license first so there will be no problem for him. Asian country will be a good option if he doesn't want to open the casino in the other country.

My country before are friendly in gambling but now they have issud and it is very risky for the investors to start business and choose my country which is the Philippines. I believe they have some country who are not risk to put yout money start gambling but make sure the government accept gambling through online even the traditional gambling because government is your no. 1 enemy for this.
And to day they've been preventing casino or any type of gambling g in out country that's why it is not good to put gambling business here in the Philippines. I think you need to put gambling business online since a lot of us here is consuming our time in social media why you put gambling business through social media.

on each country there will always be gambling that will remain legal  . its legal if you are agree on the government terms and rules but it will only become illegal if your against them  . there are also games that are permanently ilegal  and should not be ever presented on a gambling place   . setting a gambling business online and can be less hassel but setting a gambling on social medias are i think against thier rules  . i have never seen one though but there are only some casino games that are free or dont involve real money .

For me, it depends on the gambling business that you want its either crypto gambling or casino. Also, like other business, you need to do your statistical analysis if its good or bad, and there are so many factors to consider if you want a regular casino.
