If you are making a statement, you do not need the title to have a question mark?

Some examples:

Transactions taking a long time? <--- statement put as a question
Transactions are taking a long time <-- statement put as a statement

My crazy theory? <--- Not a question
THIS is my crazy theory <-- fixed

The Chinese warlord Lao Tzu invented bitcoin? <--- this is a question asking for clarification.  The answer is no.
DID The Chinese warlord Lao Tzu invent bitcoin? <--- This is asking a question with a hypothesis in mind.
The Chinese warlord Lao Tzu invented bitcoin <-- This is a statement of your theory

I ignored the first 15 or so topics with this kind of title until my eyes just got too angry.
