i still participate in ICO token sales if the project is very good and i participate in IEOs from popular exchanges as well,i think its all about the project,if the project have a good use case i wont mind investing in either its ICO or IEO, from popular exchanges or not what its important to me is quality of the project.
ICO or IEO doesn't really matter to me, the most important thing in my opinion is the concept of the project. if I am interested in the concept that will be implemented I will invest (ico / ieo)
If you will be investing through an IEO, then I think its best to assess the quality of both the project and exchange who will be conducting it and both should met your criteria accordingly. I think most investors would not prefer lesser known exchanges due to their lack of credibility and most of these investors are even doubtful to these unpopular exchanges thinking that they are doing IEO's of projects with lesser quality just for monetary considerations alone regardless of what negative effects it might bring to its stakeholders. Additionally,doing our own research on what projects to invest will be our best tool protect our capital even if we choose to invest in an ICO or an IEO respectively.
I prefer a good ico rather than IEO that runs in the bad exchange site is caused by a bad exchange site doesn't have very strict requirements to create cooperation to create IEO and even shitcoin can do that. That's why to buy a good ICO is much better with the possibility that has a good reputation and can be listed on the exchange site instantly too.
personally i am prefer to save my money ,and let it be bigger.when it enough to participate IEO in big exchanges , i will do it.its too risky for me if i spend my money for ico investment.delay could be happen when we talked about exchanges.
Even a bad project will fail on a good exchange- after the initial hype is gone or when they fail to deliver something tangible to investors. The better approach is to focus on the merits of a project rather than the platform where it is being launched

It is true that good concepts and strategies that will make investors interested in the products they are running are very good and accepted by investors, for the sale the IEO or ICO is the same, but for now the IEO is more dominant
Without bad exchange listed ICO is much better than IEO with bad exchange. In bad exchange IEO token will dump than initial IEO price.

The name associated with ICO or the reputation of ICOs has been destroy and had no value while there's need for any project to start their fund rising with ICO but it will be safer with the IEOs because that's the latest means why by fund can be rise for the project. Personally, am not in support of the scam projects recommended.
Why do not you investigate coin, instead of exchange? Although IEOs in big exchanges are profitable, they cause the coins to lose value over time due to hype but if you are looking for a real project, look at what the project is. I do not disparage big exchanges, but more value leads to worse results at the end.
Even though IEOs came unto the seen some few months ago, it has taken root as one of the successful ways of crowdfunding for any project. Also, i think once benefits of investing into an IEO is becasue of the high possibility of getting the cryptocurrency listed in a few days. most IEOs also do well when they are listed on exchanges.
The choices you have brought up has some circumstances, mostly will invest to an IEO now because they've just heard that it will generate profit and the ICO days are now over. So despite on how good the ICO would be, many will start to avoid investing on it because of that belief for this year. The ICO has been taken over by IEOs and investors wouldn't even have a second thought on where they will invest. As long as that is an IEO and there's an exchange to dump it, they'll invest.
It is not easy for any new project to start IEO in good exchanges like binance, so a lot of projects start IEO with cheap exchanges with low fee for IEO,but most of this exchanges not good.
