You don't need to look further for advisors. Just go to LinkedIn and search ICO experts/advisors there and try to contact them. If you offer them a good compensation for sure they'll be interested to work with you as part of your team. Additionally, looking into startup projects that became successful in their ICO can be of help to you as well. Look into their advisors and try to negotiate with them if they are willing to occupy your advisory positions.

Sorry, but it is unlikely you will get any quality advisors for this kind of project. It does not seem this will neither innovate nor bring any value. My guts tells me this can be done with simple smart contract.
