No it's never safe to buy bitcoin! you shouldn't try that you might end up in prison or something for buying bitcoin.
Everyone who has bought bitcoin in the last 15-16 years now are all dead or in prison infact I'm typing this with my prisoners laptop.

Oh No, this was too much. The OP will never know this is sacarsm. You should have at least indicated as such. He looks newbie here and may not really know much about bitcoin and wants to know on how to go about bitcoin purchase the first time here.
Come on, guys! There is nothing wrong with a bit of sarcasm. OP might be a newbie in cryptocurrency, but he isn't a newborn baby who wouldn't understand if someone is being sarcastic, and it wasn't even that bad.
Coming back to the question of OP, from what I understood, by "safety", he is probably referring to the safety of his funds and whether he is going to lose his money if he invests in Bitcoin or not because his first question is accompanied by the second question where he is asking when one should buy Bitcoin, which means that he is trying to confirm what time is right to buy or start buying Bitcoin.
@OP, since you seem to be completely new in this space, the first thing I would suggest is that you should get some knowledge before you get involved in finances. Try to learn about Bitcoin, its blockchain, how you can make transactions, how you can set up a wallet (preferrably a non-custodial one), how you can secure your wallet and keep it secure, how you should safeguard your seed phrases and private keys, etc.
Once you have learned all these things, then you can think of buying Bitcoin or any other cryptocurrencies and then you will be much safer.
