It's worth to make a new account and start from scratch. I know to reach on the good rank journey will be tougher coz any one easily don't get merits. If you buy accounts you will probably get negative trust check history on reputation section.

1)There is no limit about this , I have never hear about this at least .2)But you should be careful not be scamed , someone maybe sold you a fake account or just change the password after you get the account .
3)You should change the email as soon as possible when you buy someone's account .
Buying someone else's account is not good. Instead try helping people in the Bitcoin talk community by replying to their posts by this way you will get knowledge as well as your own account can grow in the community. I would not suggest you to buy someone else's account instead work hard and leave your mark in the community.

May i ask why you need to buy account? As far as i know we are here in this forum to learn, share knowledge and expertise, and help each others. I assume that you are trying to buy a high ranked account for the bounty. But let me tell you one thing, i read somewhere in the forum why they implement the merit system and that is to control spam and non sense topic just for them to rank up. We are here to learn what is crypto and blockchain, as a newbie i expect a higher ranked member to answer my queries if im confuse, so if ever you got that higher rank account that you're planning to buy how will you help the forum and community if you are still a newbie by heart and knowledge? I advise you not to buy account, lets just stay here, read post and learn everyday. Eventually we can be those high ranking member in the future.
Buying account if it is allowed or not is not in the forum but selling account is discouraged to the forum and no one will stop you from buying accounts. One more thing if you don't like the name you can create one with the username you desire and pay to become junior member. When you create account you can just create that's not umable to posting also there is a way to remove it by paying btc and you will become copper member and you can add images too if you are a copper member.
Buying an account is not tricky and it is in my opinion full of special black markets. Yes, it is real, but I would not do it. In rules forum clearly not spelled out that this permitted to, but I think this will not give you benefit to. So if you decide to do it it is better not to write about it. In addition, if you still buy an account, do not forget to change your username and Password for your own safety!

What's the purpose of buying an account in the first place when you can easily grow your own to your taste.

I don't advice to buy account coz Gaining merits and activity point is hard work in bitcointalk so write good post help others in their post and gain some merits and activity point.

When an account struggling to get merit is offered a higher rank account it would obviously be tempting. But why would someone sell his/her account for a few dollars when he can earn more by being active and bounty campaigns? Mind boggling....
When this is done in public like this and people pick up that the account was sold, then they report it and you will get negative trust. So it is not really worth it. In a way, account sales are one way to cheat the system and previously before the Merit system was introduced, account farming was quite common.

This is really interesting, I don't know much about this account buying thing but personally I don't think it is safe to buy someone's else account. The seller can still get access to the account after selling since he/she has access to the password of the account.
As far as I know, it is not allowed. The Forum strictly regulates upgrades and must be upgraded through merit.
No, there is a rule for that. Just don't buy an account or you will get a red tag on your bought account.
The forum does not encourage the purchase of accounts. So it's best to upgrade on your own, there is a certain level of it, and the high-level account has no effect.
Do not buy them because they are all fraudsters. There have been a lot of people who reacted in the forum to being cheated. And you can upgrade through normal channels and help others get rewards.
Hello friend, i would not encourage you to buy an account from another person. Its very likely you will get scammed. If the person fails to give you access to the account after paying for it, whom are you going blam? Stick to your account and make quality posts and you will soon get to that rank.
You're saying that if some member didn't get caught,he didn't received negative feedback. That's not fair. Mods should implement a system to find out wether account was bought or not. I remembered famous quote of Pablo Picasso "Learn the rules like a pro, so you can break them like an artist". With the technological advancement peoples will learn how to buy alt accounts and not to get caught. The real problem as i believed is, if the intent of the person who bought that account is spamming for bounty campaigns or signature campaigns.
That is the reason that mods did not ban the users. I am not sure but I think I read Theymos somewhere saying that account sales can happen in outside platform without anyone knowing in this platform so they do not ban users.
Why it is discouraged.
1. Trust issue: Somebody purchased a trustworty account and used it for scam. People will believe and fall in scam because earlier user was trustworthy.
2. Low ethics : Buying account is considered as non ethical
As buying or selling account is not in the forum's rule you can do this but thing is that you will get lots of benefit from high rank holder account and onething you will never get that is experience and knowledge and this are the main things in bitcointalk forum. So my suggestion is not to buy anyone's account, but you can create your own account and just start the learning journey into this space. If you keep focus and have so much hungry of knowledge surely you will make it your own. And that will permanent including your knowledge and experience.

as forum rules is not deterring you to buy. so i think you will not get banned because of this.

but remember if you buy a high rank account then you should be more careful to use it. because with high rank comes high responsibility.
